Plum Creek Conservation District was formed by a legislature
enactment in 1957 for flood control. It was amended on
January 1st, 1989 to add groundwater responsibilities and
approved by the District voters on May 1st 1993.

This means for every $100,000 of valuation, you would pay $18.00
per year for groundwater and $17.80 per year for surface water.
(In comparison, Lockhart school taxes run $1,588.70 per year
for the same base).
Governing:
PCCD is governed by six Board of Directors, two from Hays
County and four from Caldwell County. Board Members are
appointed by the County Commissioner's Court for a term of four
years. The Board hires Staff to run the day to day
operations and holds monthly meetings on the third Tuesday of
every month.
